The Villages Proposal, New Version Filed 12-31-09
The Villages site totaling 1196 acres, will be developed as a
Master Planned Development (MPD) and will provide a mix of uses including: residential,
commercial, office, retail, educational, civic, recreational uses, trails, and open space. A
maximum of 4,800 residential units (approximately 3,600 single family detached and
approximately 1,200 attached dwelling units); 775,000 square feet of commercial/retail/
office uses, public and civic uses; multiple school sites, a minimum of 481.4 acres
of open space (including sensitive areas and their buffers and forest areas); and other
recreational uses. The commercial/retail/office is anticipated to have the following approximate
distribution: 325,000 square feet of destination and neighborhood retail uses;
approximately 450,000 square feet of office, plus additional public and civic uses. The overall average residential density of the site is proposed to be 4
dwellings per gross acre.

associated with this application:

An Actual Appeal of The Villages
The three documents above are key to understanding the process and what is actually being appealed. The
Honorable Phil Olbrechts, Hearing Examiner in this process, has published his Prehearing Order and it is contained in the first link.
It states the schedule for hearing times as well as the timetable for briefs, brief responses, witnesses, exhibits, and public testimony.
The appeal of Lawson Hills was crafted by Bill and Cindy Wheeler, and the appeal of The Villages belongs to Cindy Proctor.
Both appeals are blood, sweat, and tears documents by dedicated and informed people working for the good of the City of Black Diamond, Lake Sawyer,
and concerned citizens who live in the surrounding areas. These appeals speak to the adequacy of the Environmental Impact Statements
and describe the process of filing the appeals. They are to be commended for their work on our behalf and after reading both appeals
you might agree that a big Thank You is in order for both.

The 371 acre Lawson Hills site will be developed as a Master Planned Development (MPD) with a mix of uses,
including: residential, retail/commercial, office, educational, recreational uses, and open
space. A maximum of 1,250 residential units (approximately 930 single family detached
and approximately 320 multifamily attached dwelling units); 390,000 square feet of destination,
office and neighborhood retail uses; a 10-acre elementary school site; approximately
138 acres of open space; and other recreational uses will be provided in the MPD.
The commercial/office/retail is anticipated to have the following approximate distribution:
190,000 square feet destination and neighborhood retail, 200,000 square feet of office,
plus additional public and institutional uses. The average density proposed for the
residential portion (Main Property) is approximately 4 dwellings per gross acre. Table 1.1
summarizes the proposed uses and approximate areas within the MPD property by land
use categories.
